Zambia sits in the awkward middle. There is a regulator, the Lotteries and Gaming Board of Zambia, and it does license sportsbook, casino and lottery operators, set standards and work with the Zambia Revenue Authority on tax. What there is not is a framework built for online casino play, or a single authority that owns it — responsibility is divided between the Ministry of Tourism, the Ministry of Finance and the Ministry of Local Government.
